Dr Jess Dart

CEO & Founder

Inventor of practical methodologies and highly demanded facilitator, Jess navigates complexity with comfort and helps her clients to become clear about their desired outcomes and how to get there.

Recipient of the 2018 AES Award for outstanding contribution to evaluation, Jess has over 25 years experience in evaluating and designing social change initiatives and strategies in Australia and overseas.

In October 2005, Jess founded Clear Horizon Consulting and is now CEO. She is also a board member of the Australasian Evaluation society.

Jess is passionate about developing and designing real world evaluation and strategy for social justice and sustainability. She particularly works with systems change interventions, large scale strategy and social innovation. After completing her PhD she co-authored the Most Significant Change (MSC) guide alongside Dr Rick Davies, which is now translated into 12 different languages.

MSC is well suited to evaluation in the complex emergent context. The latest innovation by Jess, Collaborative Outcomes Reporting (COR), is a collaborative form of impact evaluation.

Jess is also an active mum and has two teenage boys. In a quiet moment, she loves reading far-future science fiction and enjoys long distance running.

Carina Calzoni

Director & Principal Consultant

As a Director of Clear Horizon, Carina brings strong leadership and a passion for evaluation that is the basis for the success of the company.

Carina has excellent project management and team leadership skills and a strong eye for detail which ensures that all her projects are delivered to a high standard. She has excellent training and facilitation skills and helps others to clarify their monitoring and evaluation needs, while also identifying how to get there.

She has over 15 years of professional experience working at the practitioner level with grassroots community groups, at State government policy level and consulting on evaluation for government and not-for-profit sectors. She has a good understanding of local, State and Federal Government processes and protocols and appreciates the role evaluation plays in this context.

With qualifications in Applied and Environmental Science as well a Masters in Evaluation, Carina has both the skills and experience to work across a range of specialist fields. Carina is also the current regional representative for the Australasian Evaluation Society in Western Australia.

Carina has two active teenage kids that keep her busy. In her very limited spare time, she enjoys yoga and reading.

Lee-Anne Molony

Lee-Anne finds the privilege of improving program effectiveness and making a positive difference to others’ monitoring and evaluation practices significantly rewarding. She also particularly enjoys the challenge of helping others to better distinguish between their real and perceived monitoring and evaluation needs.

With tertiary qualifications in both economics and natural resource management, Lee-Anne has had a varied work history. Prior to commencing in monitoring and evaluation consulting in 2007, Lee-Anne was a biodiversity conservation management planner in Bangladesh. 

She has managed donor-funded programs in developing countries and taught economics at the University of New England and the National Economics University, Hanoi. She has also delivered a range of contracts with the NSW National Parks and Wildlife Service, the most fascinating of which was walking a 360km section of the wild dog fence to map its condition in one point in time.

After four years supporting the company’s Founding Director, Dr Jess Dart, to manage the business, Lee-Anne became Clear Horizon’s Managing Director in mid-2015.

Outside of work, you’ll find Lee-Anne relaxing with family and friends, hiking in Tassie and New Zealand, and at the theatre.

Principal Consultant and Digital Transformation Lead
As a Principal Consultant of Clear Horizon, Jenny has highly developed program design, monitoring and evaluation skills including qualitative and quantitative research methods and is experienced in developing data management systems and data dashboard solutions for social change.

Jen is experienced in co-design, delivery and evaluation of collaborations working with complex and wicked social problems including poverty, homelessness, Aboriginal and Torres Strait Islander health and development, school to work transitions and school readiness in vulnerable communities.

She is skilled and trained in a range of reporting and communication formats to engage and mobilise communities and stakeholders to improve practice and is a sought- after facilitator and trainer to improve knowledge and skills in the areas of design and evaluation, especially in cross-sector collaborations and has excellent relationship management and interpersonal skills, with experience working with individuals from a range of NGOs, corporations, charitable organisations and government agencies.

Jen holds a Bachelor of Arts (Sociology and Geography) from Monash University and a Masters in Development Studies from the University of Melbourne. Prior to joining Clear Horizon, she was the Founder and Director of Navigating Outcomes, a social impact measurement consultancy working with not-for-profit and government organisations.

Jen has two young children that keep her busy and in her spare time she enjoys travelling, reading and getting on her bike and going for a ride along Beach Rd.

Angelos Blackwood

Angelos has strong qualitative and quantitative analytical skills and champions the skill in communicating findings clearly and concisely.

Angelos has over seven years of experience in monitoring and evaluation and international development. He has provided monitoring and evaluation support to a range of international organisations including the Australian Department of Foreign Affairs and Trade and the World Bank.

Angelos discovered monitoring and evaluation while undertaking his Master’s degree. With a passion for understanding how things work and the knowledge of effecting positive change, he soon realised he had found a way he could translate this passion into action.

Outside of work, Angelos loves to go on many adventures with his baby boy and wife, even if it is just a trip to the nearest café.

Ellise Barkley

Principal Consultant

Ellise brings experience and skills in designing, managing and implementing evaluation in complex contexts, with a background in stakeholder engagement, co-design and communications.

Ellise has over 20 years of experience in project management, impact research and evaluation in industry, government, community, business, non-government, and university settings. Through her work, Ellise has held executive and senior leadership roles on international and community level cultural, education, sustainability, community development, and arts initiatives.

As a practitioner, Ellise’s primary interests include participatory evaluation and stakeholder brokerage and she enjoys working with collaborations and in interdisciplinary and cross-cultural partnership contexts. Since working at Clear Horizon, she has played a lead role in developing evaluation frameworks and tools for place-based approaches and pursued her interest in developmental evaluation and social innovation.

Zazie Tolmer

Zazie works collaboratively with clients to support teams and organisations to become more effective. She works on designing government investments, developing fit for purpose monitoring and evaluation frameworks and conducting useful evaluations.

Zazie was the monitoring and evaluation specialist on the design of the Investing in Women Australian Government initiative (2015), and the program logic specialist on the re- design of the Empowering Women for Poverty Reduction program (MAMPU) (2015).

Zazie has led over 25 evaluations including the evaluation of the effectiveness of the Future Farming Strategy, a $208 million Victorian cross governmental strategy delivered between 2008 and 2012 (2012) and a review of the impacts of the feminist partnership between the International Women’s development Agency and the Fiji Women’s Rights Group (2014).

She regularly develops monitoring and evaluation frameworks and plans with clients such as the monitoring and evaluation plan for the Recognition and Settlement Agreement between the Dja Dja Wurrung Clans Aboriginal Corporation and the State of Victoria, Department of Justice (2014).

Zazie unexpectedly fell into evaluation. She first worked as a researcher for a Fair Trade company in Japan (2006-8), People Tree. Her role included assessing the social, environmental and economic changes experienced by Fair Trade partners in Africa, Latin America and Asia as a result of People Tree’s activities.

It wasn’t until she moved to Melbourne and started working for an evaluation company, Roberts Evaluation, that she realised that she was actually an evaluator. Zazie finds that working with groups of passionate people to support their design, testing and refining of their projects is both challenging and rewarding.

Aliki Christou

Learning Manager

As Learning Manager of Clear Horizon, Aliki heads up the Clear Horizon Academy.

Aliki works on learning management architecture, online learning product strategy and product development to enable and inspire project managers, evaluators, designers, collaboration leads, entrepreneurs and others to acquire knowledge and skill in design and evaluation to deliver positive impact.

She has demonstrated application and leadership in the areas of learning & development, digital learning, blended learning, learning design, learning and technology systems, learning analytics and reporting, adult learning principles, project management and change management.

Aliki holds a Bachelor of Behavioural Science and Postgraduate Diploma of Psychology and employs her behavioural science underpinnings to learning projects, learning design and systems design.

Aliki is a mum to two children that keep her on the go and in her spare time, she enjoys film photography and reading eclectic independent magazines.

Skye Trudgett

Principal Consultant

Skye is a proud Aboriginal woman, devoted mother and researcher who has contributed to numerous evaluations and research projects including place-based, Collective Impact and Government initiatives.

She has a strong passion for Indigenous Data Sovereignty/Governance and grounds these principles within her work. She brings a unique approach to evaluation which considers sustainable governance and community/individual defined and led concepts.

Skye is an Australasian Evaluation Society member, Collaboration for Impact Associate and is currently completing her PhD and co-coordinating the ARC funded ‘Youth At-Risk Research Network (YARRN) – Integrating research in remote communities project’ based at The National Drug & Alcohol Research Council. Prior to joining Clear Horizon, Skye spent time with Just Reinvest in Bourke and also with NSW Health coordinating Oncology clinical trials.

When not at work, Skye spends her time with her two little boys and family who inspire and motivate her every day.
